Do not infer an application decision from riskLevel, a single signal or the invitation state.
Invitation status
issued, simulated, sent, failed, opened, completed, revoked and expired describe access/delivery—not assurance. A sent email does not mean the applicant opened it; an opened invitation does not mean evidence was accepted.
Review reasons
Review can result from quality/uncertainty, screening candidates, workflow policy, country coverage, unavailable mandatory routes, ECDD, fraud or maker-checker requirements. Treat it as a queue state and read authorised case details when your integration needs the reason.
